Pat Zenner was a member of the City’s leadership team for the development of Columbia’s new Unified Development Ordinance. For the past 9.5 years Patrick has been the Development Services Manager for the City of Columbia’s (Missouri) Planning and Zoning Division. Patrick holds both Masters and Bachelors degrees in City Planning and has been a professional planner for approximately 22 years. Having been employed as a both a public sector planner and Deputy Planning Director as well as a Land Development Director for a national homebuilder, Patrick’s professional experiences have afforded him a unique perspective on regulatory development. During his tenure with the City of Columbia Patrick has guided the Division in the completion of two area plans, the City’s award winning Comprehensive Plan (Columbia Imagined the Plan for How We Live and Grow), and the most recently adopted Unified Development Code. He believes that effective regulation comes from understanding the perspectives of those affected by it and balancing those perspectives with the desires of elected officials.
